And the pharmacy is regulated by the state. The pharmacists make all kinds of products based on their years of license, training, expertise, and research.

To reiterate, a licensed pharmacist spends years in school obtaining their undergraduate degree and then their 4 year pharmacy program. Then, they have their years of understudy and training before they ever make compounded drugs. Pharmacists understand the active ingredients that work for the intended result, and they create their own formulations using those active ingredients.

For example, if they put together a hormonal cream they may use an active ingredient like estrogen or progesterone or testosterone in it. They may take their powders with active ingredients in it and then add in a solubilizing agent to create a cream. Then, it gets packaged and delivered.
